On September 4th, the Advanced Television Broadcasting Alliance (ATBA)will file comments with the FCC in MB Docket No. 16-142, reinforcing the strong support among LPTV broadcasters for the transition to ATSC 3.0 (NextGen TV).

In its filing, ATBA will make clear that ATSC 3.0 is not just an incremental improvement, it is the single best opportunity for LPTV to thrive in a rapidly evolving media marketplace dominated by subscription streaming and global tech platforms. The new standard delivers 4K resolution, immersive audio, datacasting, mobile reception, advanced emergency alerts, and innovative revenue models like targeted advertising.

ATBA emphasized several key points:

  • Costs should not be a roadblock. While certification and equipment expenses are real, dozens of LPTV stations have already upgraded. Costs should be addressed through rulemaking and industry collaboration, not used to delay progress.
  • A firm deadline for full-power stations is essential. This will create certainty, drive manufacturers to include ATSC 3.0 tuners, and unlock the full benefits of the standard.
  • Flexibility for LPTV must remain. Low Power stations should be able to adopt ATSC 3.0 voluntarily, with opportunities to serve as “lighthouse” partners where feasible. ATBA reaffirmed that no one is proposing a mandatory transition for LPTV.
